FULL PARTICIPATION

PHAI Remediation
& Restoration


  • CNL will fully remediate the property by removing all low-level radioactive waste (LLRW) and ensuring compliance with PHAI Cleanup Criteria
  • Once remediation is complete, CNL will restore the property, including replacing any features that were removed such as fences, decks, driveways, patios, landscaping, and sod.
  • Best for homeowners who: Will work with CNL to manage the entire process from excavation to full restoration, ensuring the property is cleaned up with no future liability.

PROPERTY OWNER-DIRECTED REMEDIATION

Application of Special
Circumstance Protocol


  • Homeowners work with CNL to select specific areas where remediation will take place on the property and identify areas they want to preserve as-is (e.g., keeping a mature tree, existing landscaping, or structures).
  • Best for homeowners who: Want to preserve certain property features while still participating in the remediation process.  They will accept liability for remaining contamination unless a compelling reason to remove it becomes possible.

PAYMENT IN LIEU (PIL)

Homeowner-Controlled
Restoration 


  • Homeowners accept a financial payment to cover the cost of restoring impacted areas instead of having PHAI handle reconstruction.
  • Example: If a deck is removed during remediation, the homeowner can use the PIL funds to hire their own contractor, select materials, and rebuild according to their preferences.
  • Best for homeowners who: Prefer flexibility in how their property is restored and want control over materials, design, and contractors.

CLEANUP CRITERIA CHANGE

Reduction or Elimination
of Cleanup Areas


  • Based on data of contamination, excavation areas may be reduced or removed from the remediation plan.
  • This could limit the scope of cleanup and reduce the time crews spend on a property.
  • Best for homeowners who: Have a property affected by the potential update to cleanup criteria for arsenic and want to understand how it impacts their remediation plan. These property owners can choose to wait for the Canadian Nuclear Safety Commission (CNSC) decision on whether the arsenic cleanup criteria will change before proceeding with remediation.

DO NOT PARTICIPATE

Opting Out
of the PHAI


  • Homeowners decline to have CNL conduct remediation on their property. 
  • Any LLRW contamination remains, and the homeowner assumes full responsibility for future risks, legal implications, and any required remediation if property regulations change. 
  • Best for homeowners who: Do not wish to proceed with the program and are willing to accept all future liability associated with contamination.
